Greg Hun was, for a time, Tony Abbott's environment minister, charged with destroying Labor's carbon tax.

Umm, what? “There we’re all sorts of problems with [the carbon tax]”

Parliament can disallow the baseline, so excuse doing nothing. If the company “can’t cope”, they do nothing. When the company makes more and per unit emissions don’t go up, total emissions go up. I would say there are loopholes, but it you would need more substance than hole.

You are playing fast and loose with the word plan? So far all AustralianLabor has is a target with nothing to hit it with.
