After months of not being able to land a blow on Labor’s "schools and hospitals before stadiums", Berejiklian needed voters to realise it was not an either/or proposition.

Facing the very real prospect of only hanging on to power in minority and having to sweet-talk crossbenchers, the Liberals needed to change tack. Labor was closing in. Labor has stuck to one message since Michael Daley took over as leader and pushed the stadiums debate relentlessly.Berejiklian’s best hope was to starve the stadiums debate of oxygen and come out swinging.
