The inquiry has been told it was 'appalling' that some services, such as heart and brain surgery, were provided solely to private patients in violation of an agreement with NSW Health.

A Sydney surgeon says he would not send a stroke-suffering relative to the beleaguered Northern Beaches Hospital because it is not equipped to treat the problem.

Reports have pointed to a litany of problems at the $600 million facility, such as a lack of basic medical supplies and staffing issues.Professor Richard West is a surgeon at Sydney's Royal Prince Alfred Hospital and also president of the local residents group, the Palm Beach and Whale Beach Association.

"Strokes may be due to a blocked artery in the brain or a haemorrhage. It's important to distinguish between these," Professor West said. "The more rapidly the treatment is given, the better the outcome. The optimum is three hours. By the time they get to Northern Beaches, get investigated and transferred, that time probably will have expired," Professor West said."I would send them to North Shore or one of the other major hospitals. But it doesn't negate the problem - it's going to take longer."
