The ASD upgrade, known as REDSPICE, is being touted as the biggest overhaul of the spy agency in 75 years. It will see ASD establish facilities in Melbourne, Brisbane and Perth and is forecast to cost $10 billion.
"Here we have a classic example of the ‘land and expand’ strategy routinely employed by the Big Four consulting firms,” says Greens Senator Barbara Pocock. In a statement, ASD said it “undertook a competitive tender process to assist with project management of the REDSPICE initiative.” It said; “multiple partners were selected, of which KPMG is one.”
“How can the Australian taxpayer be sure we are getting value for money in circumstances such as this when the tender process is virtually rigged in favour of one firm,” says Senator Pocock.
