Agriculture's biosecurity officer was told some passengers had been tested for influenza and that 11 were in isolation. Landing orders for the Ruby Princess noted that there were orders for the testing of swabs from 13 passengers. But the shipping company's port agent told the commission that clearance came from the ABF and Agriculture.In any case, the Federal Government later conceded in a "voluntary statement" to the commission, tabled July 16, that clearance to disembark — "pratique" as it's known — was granted, albeit informally.
In a submission to the Special Commission, the Commonwealth said Officer O "had misinterpreted this document".Soon after receiving the email from Carnival's port agent, Officer O rang his supervisor and said words to the effect: "I've just sent you an email that I got from the agent. She said everything came back negative."

and I presume he was being paid as a permanent employee on a good hourly rate, and had sick leave and had superiors and colleagues whom he worked with, had had months if not years of training...no excuse for incompetence, but heh lets not blame him or his boss.

Boarder Force? Since when is Customs a health organisation? NSW health are responsable to receive the bill of health from the ship, not Boarder Force. Every commercial Vessel or a vessel from international waters, entering any port in Australia, must supply a health certificate.

I'm missing s'thing bc I have questions: who ordered the tests? surely they, I assume NSWHealth, & the doc knew what tests were for...who ticked the COVID19 box? a f*%cluster, ABF shld've verified w s'one qualified to read the form, but the form IS wrong.
