Shanghai's COVID-19 lockdown is being extended to some western parts of the city earlier than scheduled.The city of 26 million reported nearly 6,000 new cases todayThe city of 26 million people reported a total of 5,982 new local COVID-19 cases on Wednesday, up more than 1,500 on the day before. Only 326 of them were showing symptoms.

But the south-western district of Minhang announced late on Tuesday it would suspend public bus services until April 5. We will resume normal life soon, but in the next period of time we ask everyone to adhere closely to pandemic control measures, do not gather, and reduce movements," said one notice seen by Reuters.

I suspect their key problem is that their vaccines don't work very well against new variants. So basically everyone is under-vaccinated.
