BREAKING: Several people have been killed or injured in Norway by a man with a bow and arrow. 9News

The military were called in and part of the city was shut down.

Police said it was too soon to say if it was a terrorist attack but said they thought the man was acting alone.When asked if the situation was being treated as terrorism, the Norway police press officer said it was "not clear as of yet, it's too early to tell," CNN reported
