In a nearly 1300-word Facebook post, Morrison described the secret ministry move as a "break glass in case of emergency" safeguard.Scott Morrison said he took on extra ministerial responsibilities because of the 'extraordinary' circumstances of the coronavirus pandemic.

Morrison had himself sworn in as both health and finance minister on March 20, 2020, the day the country went into lockdown for the first time. Morrison secretly appointed himself as minister for finance on the same day Australia went into lockdown for the first time. "Ministerial briefs were not copied to me as Prime Minister in a co-Minister capacity, as this was not the nature of the arrangement," he said.
