'Ridiculous': Sixteen people fined after birthday KFC run in Dandenong

People in metropolitan Melbourne and Mitchell Shire can be fined $1652 if they are caught outside their homes for reasons other than work, exercise, purchasing essential items, receiving healthcare or caregiving requirements.
