The Sexual Assault (Police) Review found the ACT had both the highest rate of sexual assault cases not proceeding to prosecution and the highest number of sexual assault victims withdrawing their complaints of any jurisdiction.

A government review has found the reason so few sexual assault cases progress to the point of charge in the ACT is police “failure” to properly investigate.The Sexual Assault Review looked at 684 sexual offence cases that were reported to ACT Policing between July 2020 and December 2021, and included consultation with 37 victims.

The government set up the review in response to recommendations from a 2021 report, which highlighted the need to improve responses to sexual violence in the ACT, in particular the experiences of victims dealing with ACT Policing. One of the key findings was that "misconceptions of sexual violence" across ACT Policing impacted police decision-making.

"This included delays in collecting evidence, little interaction with suspected offenders, and processes which place pressure on victim-survivors and negatively impact on their health." The report made 28 recommendations including continuing to fund the ACT Policing taskforce that is reviewing cases identified in the review and updated training for police officers.
