The RAT test mess means small business owners are now effectively being asked by the Morrison Government to hand out tests for free to concession cardholders, leaving them out of pocket.

This is either total incompetence from the government, or a 'restrict testing by design' plan. Neither is a good look. Surely, they've said they would control pricing, shouldn't that occur at the wholesaler level too? They shouldn't be able to profiteer due to the demand.
