We could be making oil from coal & electrolytically derived hydrogen (from water). Burn coal to make heat & electricity, then use that to convert even more coal to liquid hydrocarbons for refining into fuels. We should have built this capability even if we don't need to use it.

If war breaks out the only option is for the west to make sure it's short lived by use of maximum resources. A long protracted war would be beyond catastrophic to all, acknowledging any war would be catastrophic to the region. In other words the best of no options.
