The owners of horses competing at the Melbourne Cup Carnival next week will NOT be permitted to attend the racecourse. 9News

Mr Pakula said the Victorian government did not check with health authorities as to whether the carnival could occur safely as it was "clear" the community would not support the event."It's not a question of whether it was safe. There are still substantial restrictions in place when it comes to things like pubs, restaurants, weddings and funerals, the judgement we made – certainly informed by the reaction of the community – it wouldn't conform with community expectations.

A rigorous COVIDSafe plan will be developed, with hopes of around 25,000 spectators to attend the MCG."If epidemiological conditions around Christmas don't support a number of 25,000 it might be less," he said.

Owners banned ... why? Surely the 400-500 nominated owners can be there. Ridiculous... perhaps they should have a black lives matter protest - then no one would step in
