Following last week’s budget, key elements of the election contest are now in place. Anthony Albanese would be unwise to wait too long in setting a date.

When you get down to it, Australia’s federal political system is designed to produce few real surprises because it operates inside such a tight time frame. The high-water mark of each year comes when a government produces a budget. Saturation media coverage and a bunch of inconclusive opinion polls follow.

The shift in power and responsibility at the top of the government that began with the rewriting of the stage 3 tax cuts over the summer has continued. Treasurer Jim Chalmers has secured more internal influence due to the Future Made in Australia strategy, which ties together blue-collar jobs with energy and industry policy and gives the government a forward-looking narrative to spruik. Significantly, it will be administered chiefly by Treasury rather than the industry department.

Dutton’s initial project as leader was to hold his parliamentary team and the party rank-and-file together. He succeeded in that by telling them what they wanted to hear. Nuclear is the answer to getting to net zero by 2050, which means you can put off doing anything meaningful about cutting back emissions for a decade or two. In his budget reply, to defend that policy he even referred to opinion polling. On immigration, just cut the numbers and deal with the detail later.
