Here’s an idea. how about paying lifeguards to man the beaches. If the government can waste millions of dollars on flying tennis players in and quarantining them then there should be some money hidden somewhere to keep the public safe to swim during the warmer months of the year.

Who are the people drowning? Where does the education need to be targeted? People who understand the water and their own limitations are generally ok.
Train the unemployed as lifesavers. Double the staff on the beach.
Education, education, education! Plus those who are caught flaunting the rules, make the fines enough so they will not consider flaunting such rules. Are bouyancy devices required by law when fishing off rocks, if not why not?
Advertising programs similar to the successful TAC adverts educating and alerting people on identifying rips, currents, rock fishing etc. Swimming programs in schools should be all year round.
Sadly it’s usually not locals drowning at beaches or swept off rocks. Migrant communities need to be more aware when going to beaches or near the ocean. You can’t put signs up in every conceivable language but signage/symbols often warn but are ignored.
Well, you know, the gub'mint won't let us travel and drown overseas.
