One neighbour explained that she tried to help perform CPR, while the girl's father tried to help. She ran to help because she heard the commotion.Emma's father said he had complained about the dogs and the owner's "flimsy" fence only a week before her death. The family didn't want to speak on camera in a time where they're experiencing such grief.
