In a statement late on Sunday, a Victorian health department spokesperson said all 55 travellers had been contacted and informed of COVID-19 restrictions across the state. Three of the travellers never entered Victoria, while a fourth returned to NSW that day, they said.

So when in NSW they are allowed on a flight travelling to Melbourne, how can Victorian gov't prevent that? Do they arrest them at the airport? How would that go down? Do they put them in quarantine? How would the press spin that? Victoria can do nothing to stop this.
