Maybe all commercial flights from NSW to Melbourne need be stopped until Victoria is able to accommodate these NZ visitors and/or NZ workers. Or the Victoria border needs to be closed. This is also an issue the Kiwis , if some of the visiting kiwi's get infected with covid.
