Acting Immigration Minister Alan Tudge says thousands of Hong Kong students and workers in Australia are almost certainly guaranteed permanent residency if they pass security and character tests.But the government has decided not to create a special humanitarian safe haven for Hong Kong residents who fear persecution under China's new national security law, saying they are able to apply under Australia's existing refugee intake.

Under Australia's new visa scheme 8200 students, 570 temporary skilled migrants, and 900 graduate visa holders already in Australia will have their visas extended by five years and become eligible for permanent residency, while those outside the country with a visa will also be eligible for the extension.

Asked if Hong Kong pro-democracy supporters faced political persecution, Mr Tudge said “there’s certainly a greater risk”. “We decided on deliberately targeting serious talent which is in Hong Kong and businesses that have their regional headquarters in Hong Kong." "Scott Morrison’s promises of safe haven would have led many Australians with family in Hong Kong to believe their family members could soon join them here in Australia. Scott Morrison has broken faith with the Australian people, and he must break his habit of over promising and delivering nothing.”
