JOHANNESBURG - Former Free State human settlements MEC Mosebenzi Zwane has told the State Capture Inquiry that he wasn't actively involved in the billion-rand housing project.Zondo Commission hears FS housing project evidence "It is them that suggested that throughout the years the database has been used in the department by my predecessors and as a new newcomer, I agreed with that process for as long as it was going to help us move forward building houses," Zwane said.

Zwane probably decided it was preferable to plead total ignorance of the HousingAct & his oversight responsibility of his portfolio rather than confess to corruption, greed, theft & total neglect of his duty to the poor!
Zwane at the StateCaptureInquiry: I'm innocent; I did my best to deliver housing; I represent the poor; Any shortcomings, waste, missing millions, corruption in the Housing Project is the fault of Govt officials etc etc ....

As I thought: Zwane is a ServantOfThePeople, who did nothing but fight for the poor: He knows nothing about missing millions & houses not delivered! His response to Zondo: Ask the Govt officials, THEY were responsible for whatever went wrong!
Why do we need a premier for housing if he hands everything over to his 'officials'? The buck stops with him.
