The official told the court about the process that saw old DSW contracts extended because of his subordinates' failure to work through more than a 1 000 bid applications for refuse collection. These contracts and applications are normally dealt with a year in advance.
He explained the details of extending the contracts for old service providers, which amounted to around R54 million.
