The former KZN Hawks boss says the provincial SAPS supply chain management settled claims in excess of R15 million.

The commission of inquiry into state capture heard evidence on Wednesday that Durban-based businessman Thoshan Panday allegedly made “drastically inflated” and false claims at the KwaZulu-Natal South African Police Service , subsequently pocketing R60 million.

Booysen told the commission that this meeting ended with Ngobeni informing him that the investigation would be handed over to a different officer. The follow-up report stated supply chain management from the provincial headquarters had from October 2009 to 2010 utilised the services of Panday’s company, Gold Coast Trading CC, and settled claims in access of R15 million.

Of the services rendered by Gold Coast Trading to the KZN SAPS, 99% of the claims were for accommodation obtained for SAPS members while two claims were for the procurement of blankets, one for television sets, one for flip chart stands, and one claim for the procurement of a generator. “Those prices were drastically inflated,” Booysen responded to a question on whether the claims had been inflated.
