It has emerged that the municipal manager had terminated the contract and went on to appoint service providers from the municipal database, doing all this allegedly without reporting to the council on matters that involve public funds and service delivery.
He challenged the municipality to not only refer to the hard copy, but to also look at the soft copy submitted for bidding purposes. The latter committee had investigated the termination of the contract after an anonymous complaint, but explained in its September 9 letter to Scopa that its bid to get the report tabled in the council had failed.
The committee further stated that it would not go into or “concern itself with the merits of the findings” of the forensic report that revealed the alleged misrepresentations by Dikopane, as “council did not commission the report, nor has the report been served in council”. Pakade said they were informed of the termination in June in a letter citing the alleged “falsified reference letters from other municipalities”.
