Somalia’s Federal Parliament unanimously approved amendments to the first four out of 15 chapters of the provisional constitution, thereby fulfilling an electoral pledge of President Hassan Sheikh Mohamud. But many say the changes were done with little consultation, inclusivity, or consensus.
