Rwanda's President Paul Kagame expressed gratitude towards South Africa for funding Cuban doctors to improve Rwanda's health sector after the 1994 genocide. Former South African President Thabo Mbeki stated that South Africa should learn from Rwanda's progress, as the country is currently heading in the wrong direction. Mbeki highlighted that while Rwanda has advanced significantly in the past 30 years, South Africa has regressed.

Rwanda 's Paul Kagame thanked South Africa for paying Cuban doctors to revive his country's health sector after the 1994 genocide.He added that SA should learn from Rwanda in how it turned the tide.

Kagame was complimentary about South Africa, historically, while Mbeki offered a sombre assessment about SA currently. "I think it's very important to understand, why are we not following in the footsteps of Rwanda in terms of development.Kagame expressed gratitude for South Africa's role in helping revive Rwanda after its genocide, even while it was finding its feet as a newly-minted democracy.

"The economy was doing very well... we reached 5% rates of growth, unemployment decreasing, then things changed and went the opposite direction," he said.Why are we not following the example of Rwanda which is progressing very well? Why is South Africa going the opposite direction, whereas it had demonstrated exactly its capacity to go in the same direction.
