Highly unlikely that he will. The challenge is that the next incumbent will reverse some of his projects. With two terms it’s becomes difficult for the next person to reverse as contracts by then are binding. Plus they want to stop the trend of ANC Presidents not finishing terms.
Wish he had that plan soon after Nasrec, apply precision in that renewal and repurpose the ANC to retrace it's historic mission. This would allow the next leader to have less stress, as it would enable retention of goodwill and hopes to eliminate corruption.
