Trevor Manuel says the deputy minister of health should be elevated to health minister so that he can focus single-mindedly on the pandemic.Former finance minister Trevor Manuel says there is nothing stopping President Cyril Ramaphosa from promoting deputy health minister Dr Joe Phaahla to his cabinet while Zweli Mkhize is on special leave.
“Let's take the fact that Dr Mkhize has stepped aside voluntarily, seemingly, and you now have a minister of tourism taking responsibility for that [portfolio]. “If later, Dr Mkhize is in a position to return, it's fine, you can reshuffle the cabinet again. But you can't have somebody operating on one hand trying to deal with matters of tourism and cooking with Somizi, and on the other hand trying to have the necessary serious focus of resolving critical elements of the pandemic,” said Manuel.
“If you took the AG's report of yesterday and you went to the worst-performing municipalities that haven't submitted audited statements in many years; throw out the mayors, the councillors, the members of mayoral committee, throw out the senior managers, start again and the responses are likely to be very different,” he said.

As a former Minister, Trevor Manuel should be guiding the public about how the parliament works.
This nonsense of deputy ministers not being cabinet members, so they can't step in when the minister is not there is just BS. Why have a deputy in the first place then.🤔
So the ANC practically admit deputy ministers serve no real purpose, as they cannot stand in for the ministers..? So the title is wrong then...? Or make a rule that they can live up to their titles, or do away with them. Simple.
It's on the spotlight again. The value of a deputy. And isn't an expectation that they become acting the the senior they were deputising is unable to work/fulfill his duties. In terms of Joe Phaahla I think he'll b more of a continuous plan of action than the current Acting head
