OPINIONISTA: The National Development Plan is no lodestar By Terence Corrigan

The NDP is our lodestar,” President Cyril Ramaphosa proclaimed at the recent ANC National Executive Committee meeting. “This is not the moment to redraft policy. This is the moment to implement.”

Hence, it has never been treated as sacrosanct, certainly not by the president. Last year, for example, he described it as “a living document, not a static document”. The economic chapter – arguably the keystone of the document – was rejected by the ANC’s influential union allies. President Ramaphosa’s response was to invite dissenters “to join the process of looking at the chapter of the NDP to see how it can be improved”.

Perhaps most importantly, it was clear on the importance of secure tenure: “To realise opportunities, security of tenure is required. Investment by farmers will occur if they believe income streams are secure.” It went on to point to the need to provide such security to the beneficiaries of land reform and to those living in communal areas.

OPINIONISTA: Part Two: Building Blocks for a new economyThe South African economy is structurally dysfunctional. Longer-term systemic interventions to structurally transform our economy, including through industrialisation and diversification, a Green New Deal, and a programme for African regional development, are therefore essential. We face the challenge of doing this in the post-global economic crisis environment, with large shifts in international trade and investment, and in the context of rapidly changing technology. I cannot conceive a situation where an expansionary monetary policy will create anything but inflation and a devaluation of the currency. Previous economic programs didn't work because the funds were misapropriated and for no other reason. The suggestion that we can spend ourselves out of trouble is completely falacious and will kill of the little we have left in SA.

OPINIONISTA: Has corruption become so pervasive that it needs mediation? The problem of corruption is so common throughout our society that talking about and engaging with it at a high level is but one of the aspects of that corruption. It is when it is also equally enthusiastically practised at the local level that it becomes much more dangerous. oscarknysna True. Looting and plundering Now SA national pastime. OPINIONISTA: Zondo and Mokgoro Commissions: A third arm of the government in a search for integrityI finally understand why people always insist that an independent judiciary is a necessary aspect of a healthy democracy. When all else has failed, it is this group of people who shall gate-keep our freedoms, driven by a commitment to justice under the law. Much can be learnt from the meticulous and Zen-like focus of Justice Raymond Zondo in the State Capture Commission and Justice Yvonne Mokgoro in the NPA inquiry.

OPINIONISTA: Is child abandonment really murder? In early 2019, a country largely anaesthetised to the plight of abandoned children was shaken by several abandonments too shocking to ignore: A newborn trapped in a stormwater drain, a premature baby hidden in a medical waste bucket, and another narrowly escaping being crushed in a rubbish truck. Someone was incensed enough to write a letter resulting in the infamous headline: Abandonment is murder. Is it though? And if so, who is responsible? The answer holds the key to solving the problem. But it isn’t as simple as it seems. No. It's culpable to SOMETHING though.
