News24 understands that the amount per pen which the commission paid was less than the amount paid in the 2016 local government elections.

Not it’s not because they want to lower the cost it’s a deal between IEC and ANC so that ANC members can vote muntiple times, they plan it well before the election it’s about rigging the elections nothing else
