RAL intended to prioritise roads in the Capricorn district, because the province had for years overlooked road infrastructure in this district. fact is that national govt never ring fenced the monies being collected by way of fuel levies to fix maintain and upgrade the roads. They spent the money giving themselves fat salaries and perks. But even roads that were repaired were done by unqualified persons/companies.
