HRW has expressed doubt about the success of the hybrid court in trying war criminals successfully.

Human Rights Watch has called for the International Criminal Court to pursue war crimes committed in South Sudan by the various warring factions.

The 2015 Agreement on the Resolution of the Conflict in the Republic of South Sudan provided for the creation of the Hybrid Court for South Sudan under the auspices of the African Union to bring war criminals to justice. Most of these abuses have taken place in parts of Western Bahr Al Ghazal, former Unity State, and Central Equatoria.

The HRW statement also urged the UN Human Rights Council to strengthen the mandate of the UN Commission on Human Rights in South Sudan by ensuring sufficient resources to collect and preserve evidence of serious human rights violations and identify those responsible.
