‘Some of the skilful people who are in the railway who can do this are still there, but up to very recently, they have not been allowed to do their job. But that has changed, a massive change has happened that I think can turn this around,’ says Jan Havenga, professor in logistics at Stellenbosch University.

JEREMY MAGGS: Well, a very good afternoon to you. Let’s wade straight in and should we be surprised that Transnet finds itself in chaos right now after the resignation of key executives, including the chief executive officer. Given that the utility is the lifeblood of the South African economy in many respects, what needs to change and change immediately?

All sorts of things like floods and nature problems, basically decimating the network, stealing of overhead cables and so on. The second part, though, is they made it all very much worse. They really, really, I was reading newspaper reports this morning and I can just say most of these things I can categorically state is true.

If you understand how that loop works and you know how rail operations work, you time it, you carefully plan it, and you manage the exceptions. These things are not done anymore. JAN HAVENGA: It is bad investment, without a doubt. So it was bad investment historically. So, and this is another simple thing about the railroad, if you go back to Brian Molefe’s era, you basically need to invest in three things if you want to build a railroad. You need motive power, so you need locomotives, fair enough. You need to invest in your infrastructure, so you need rails and so on.

JEREMY MAGGS: Professor, I’ll need a quick answer to this one, but given that Transnet is a vital component of the economy, you spoke about a pivot point. So what is that pivot point? What immediate steps can be taken to further prevent the decline?JAN HAVENGA: That started very quickly. So the president saw this, and he promised us a logistics roadmap. That roadmap is basically, I think, going to go to Cabinet within the next month. Hard work was done to get it done.
