These guys probably deliberately broke protocol to ensure it was in the public space that they had raised this concern.Clever political move.They know that if they had followed protocol it would have been received and dealt with quietly.

Dirco to issue démarcheMinister Lindiwe Sisulu has instructed the department to démarche the concerned ambassadors to discuss the issue. Some people need to be frog marched to jail. Sisulu is so astute, she picked up 'immediately' that the other countries ('the evil West') who she personally dislikes, don't trust her with the message.
