Ward 35 and 37 became vacant after the Port Elizabeth High Court ruled in December last year that two DA “turncoats” Neville Higgens and Trevor Louw were no longer councillors.
The pair’s membership of the DA was previously terminated after they turned against the party and sided with the new Nelson Mandela Bay coalition government.
