The plan saw a methodical approach to decreasing crime by strategically placing officers in "Hot Spot locations". The data by UTSA researchers showed that city-wide trends of violent crimes have decreased in nearly every category. "I don't know if that's going to stop. We need them to cover those areas when there's no one else available."
