It seems clear, by now, that the nation's supply of masks, ventilators, hospital beds and other key tools was initially woefully inadequate. It is distressing but perhaps not altogether surprising that the ostensibly richest, most technologically advanced country on earth was caught flat-footed. The country’s most vulnerable populations, especially impoverished people of color and the uninsured with serious pre-existing health conditions, oftentimes pay a grave cost because of the institutional status quo.
