Congress is preparing to leave Washington for summer recess. What does that mean for second stimulus package negotiations?

Meanwhile, Republicans are pushing for a second stimulus plan with a much lower price tag of $1 trillion. The several GOP proposals are bundled together as the, and include a second stimulus check and reduced federal unemployment benefits. HEALS doesn’t renew eviction protections.

None of the components of the Republican HEALS Act were voted on before the expiration of federal unemployment benefits on July 31. The Senate GOP remains divided over what should be included in a second stimulus package and what it should cost.

Congress’s summer recess poses a big problem for leaders of both parties as they scramble to negotiate the final shape of the second stimulus plan. Pelosi told CNN a Rules Committee meeting will be necessary to determine how debate and voting would work in the House during recess. It seems likely that members will be called back to Washington, D.C. if an aid package nears the finish line, but reconvening will take some logistical planning.

The text of the legislation will also have to be finalized once the key principles are agreed on, Pelosi noted. But even if a finalized measure passes the House, Senate approval is not assured, let alone agreement from President Trump.
