City workers cleaning out an alleyway made the gruesome discovery on March 18 in the city's Mantua neighborhood, according to the Associated Press.Police said Wednesday that the remains were identified through DNA testing to be Carter. The toddler was last seen alive in early December but wasn't reported missing until Dec. 30.Police started investigating the child's disappearance on Dec. 30 after family members told officials that they had not seen Carter in weeks, the AP reports.
His remains were found less than half a mile from where he lived with his mother and her boyfriend.Newsweek reached out to the Philadelphia Police Department for more information about the details surrounding Carter's death.Bailey and Spencer face additional charges as well, including endangering the welfare of a child, false reports and abuse of a corpse, CBS News Philadelphia reported.
