Some analysts said issues with preparation included an inadequate level of staffing by law enforcement, especially considering that a large number of Trump backers were expected to be in the city Wednesday. Alicia Smith, a neighborhood organizer in South Minneapolis, said she watched television stunned at how the white rioters entered the U.S. Capitol with little resistance from police.
