WASHINGTON—The last-minute deal to avoid a shutdown and fund the government through September is symptomatic of a start-stop spending pattern that has bedeviled Congress for more than 40 years. Don’t expect that to change anytime soon.

President Trump signed the $1.4 trillion spending deal on Friday, the deadline to keep the government running. The deal was approved by Congress this week, almost three months after the fiscal year began on Oct. 1.
