House Republicans were hoping to make major gains legislatively after winning back the majority during the midterm elections in 2022, but things have not gone

To get the speaker role, McCarthy resorted to making a deal allowing any member to call a vote on removing him, giving insurgents on his right the power to oust their party leader at any time of their choosing. He also surrendered authority of the House Rules Committee to hardliners, putting lawmakers such as Rep. Thomas Massie, R-KY., in the position. Typically, the rules committee is chalked with party loyalists who will rubber stamp legislation destined for the floor.

"There's nothing, 15 years into his relationship with Democrats, that he could have done to change the way they fundamentally felt about him," Liam Donovan, a political strategist at Bracewell LLP, told the National Desk. The chaos has had an impact on the ability of lawmakers to pass legislation. As of late last year, congressional records showed the 118th Congress was on track to be one of the least functional sessions ever, having passed just 34 bills since January of 2023, ABC NewsMcCarthy was ousted, then replaced by House Speaker Mike Johnson, a relative unknown before ascending to the third most powerful position in American politics.
