EAST HELENA, Mont.—Kit Johnson just won a third term on the East Helena City Council. He wasn’t even running.
After nine years as a city councilman, Mr. Johnson decided it was time to move on. He wanted to spend more time with his grandchildren, fix up his 1970 Buick Gran Sport and drum in a pipe band called Pipes and Drums of the Black Devils. But no one officially ran for his open seat. And no one signed up as a write-in candidate.
In Illinois, we now call public office 'prison prep school.'
