Experts say that a series of anti-government protests in Cuba in July of 2021 may have played a role in delaying the new policies. The protests arose from increasing resentment against the island’s single-party, authoritarian communist system coupled with a COVID-19 lockdown and international isolation, and a change in monetary policy that sparked rampant inflation and poverty.
“We don’t mean that we approve of the Chinese internal policies by having trade with them,” said Grenier. “But Cuba has always been a different story for several reasons.” He said they are mostly related to the political strength of Florida’s old guard of Cuban political activists who support the U.S. embargo against Cuba.
