"So we’re doing five times less than they do and trying to keep it up. But if we don’t start the production lines, if you don’t warm it up, it is going to be a huge problem," Ustinova said.The factory — built for the Delaware, Lackawanna and Western Railroad just after 1900, when the city was a rising coal and railroad powerhouse — has produced large-caliber ammunition for the military going back to the Korean War.
The plant is in the midst of $120 million in modernization plans and the Army hopes to open a new production line there by 2025.
