White House invokes emergency provision to sidestep Congress and enable billions of dollars in weapons sales to Mideast allies such as Saudi Arabia

People familiar with the details said the sale represents a broad package of 22 separate deals worth about $8 billion. Lawmakers opposed to the arms sales denounced the decision as another effort by the White House to undermine congressional power. Rep. Eliot Engel , chairman of the House Foreign Affairs Committee, called the decision “another slap in Congress’s face.”
