You left out the part where he defunds social security. You left out the part that unemployed people do not pay a payroll tax. You left out the part that the deferral if for company payments to feds not the withholding part. That will continue.

Borrowing trillions and sending out a $400 check can help people temporarily. But the gov’t, primarily, should focus on controlling the spread of the coronavirus. Otherwise, the crisis may get out of hand and could leave us with financial ruin.

Trump is well aware states don't have the funds to kick anything in. This is designed to make the state governors take the blame.
So by executive order, Trump cuts a statutory benefit by $200/week, extends that benefit beyond a statutory sunset provision, while imposing a requirement that states fund 25% of the benefit Trump decided was the right number. Do I have that right? Sounds perfectly legal to me.
The $600 was paid completely by the Feds. This new amount of $400 with states having to pay part won’t happen because they are already out of money.
