The report, which is expected to form the basis of articles of impeachment, describes a president willing to use his leverage over Ukraine — a country at war with Russia — to extract a political benefit, in part by conditioning military aid and a coveted White House meeting for Zelensky on his willingness to launch the politically motivated investigations.
