Large numbers of Americans cross the border into Mexico for affordable medical treatment each year

Hundreds of thousands of Americans are crossing the border into Mexico each year to receive a wide range of treatments, including medical services, dental care and cosmetic surgery, experts in what has become known as "medical tourism" say.

Uhhh. No. No, they don't. They may buy medications, but rare is the person who would prefer a Mexican hospital over a US one. This bullshit doesn't sell.

Mexico should collate the total value of treatment sought by Americans. Compare it to the remittances sent by Mexicans living in America. Then gradually increase the cost of healthcare to Americans say in 15 years. Use that extra revenue to create jobs for Mexicans at home.
