These EU countries will (currently) accept U.S. travelers:

Croatia–a negative test or quarantine

This is a recommendation, however, and countries can decide to take their own decisions about border control–Croatia decided that it would try to keep its tourist sector afloat and allowed travelers to visit from the U.S. in July. It also opened its borders to let in visitors from the U.K., Switzerland, Norway, Lichtenstein, Andorra, San Marino, Monaco and Vatican City, which other countries didn’t do either.

However, passengers arriving at airports are undergoing"body temperature measurements" and will be checked out by a doctor with a body temperature higher than 37.5°C.The Institute of Public Health of Montenegro keeps an updated list The U.S. is currently on this list with Albania, Bosnia and Herzegovina, Kosovo, Israel, Singapore, Serbia, Northern Macedonia, Seychelles, Lebanon and Australia.Serbia is accepting visitors from the U.S. but everyone arriving from any country is required to take a self-assessment test on the same day they arrive. Depending on the results, they might be directed to a clinic to take a Covid-19 test. Visitors are required to take the same self-assessment test on the 10th day of their stay.

Serbia, Albania and Montenegro are not EU member states. Croatia is an EU state, but not a member of Schengen area. Thus the rules are different to the rest of EU.
