The Empire's power is something that covers nearly all of the Star Wars galaxy in stories that take place during its reign, but they weren't the sole entity in control.
As seen in Return of the Jedi, Jabba the Hutt was the leader of the criminal syndicate known as the Hutt Clan. They are a powerful group that deals with Han Solo, and are eventually brought down by Leia, Luke, and Lando as they rescue the scoundrel. But earlier, they controlled a vast area of the galaxy known as Hutt Space in the Outer Rim. The Outer Rim is notorious for being hard to control for any government in Star Wars, be it the Republic or New Republic, and even the Empire.
The Empire Used The Hutts To Control The Outer Rim The Hutts Had Been In Power Since The Old Republic The Empire's desire for control and order was vast, so their alliance with criminal groups like the Hutts seems counterintuitive. But it actually worked in their favor, because while not being their control, the syndicates kept people in line in their area of influence.
Jabba Became Even More Important After A New Hope Control Was Slipping And Palpatine And Vader Needed More Allies The events of A New Hope absolutely shook the Empire to its core, with the destruction of the Death Star and the death of legendary Grand Moff Tarkin destabilizing its power. All of this on top of the growing Rebel Alliance and the disappearance of Grand Admiral Thrawn at Lothal, the invincibility began to fracture.
Boba Fett won out though, successfully capturing Han for Jabba and taking him out of Vader and the Empire's hands. In the comics side of the Star Wars universe, the crime syndicates are all huge players during this era as well, with the return of Crimson Dawn and Han's former lover Qi'ra at the helm. But they are quickly defeated and the Hutts remained the major criminal power in the Outer Rim up until Return of the Jedi, which saw the end of Jabba and the Emperor.
